Dust around the transformer can be cleared with compressed air while the sign is unplugged. That's the only intervention the electrical side of the sign needs from a cleaning standpoint. How do you clean the inside of a neon sign?
You don't - and you shouldn't try. The inside of a glass neon tube is a sealed, low-pressure environment filled with neon or argon gas. There's no way to access the interior without breaking the seal, and breaking the seal means the gas escapes and the sign stops working. The phosphor coating on the inside of colored tubes (the coating that produces colors other than the classic orange-red of pure neon) is factory-applied and sealed in during fabrication.
